Actually I'm alright with SAF saying he has money to buy and he isn't going to sign anyone now, even when that might not be the case. Look at Rafa "The Waiter" Benitez, he came out and said club debt has ruined their title aspirations. That immediately makes a target, especially a big name signing wary of the club he's joining.
I'm sure SAF will buy when he wants to, its likely to be a way of not sounding desperate in an already inflated market. Apparently SAF sent a get well note to Steven defour, flowers to Pogba's parents before he was signed, that's how he rolls

That said its highly unlikely that the entire amount of Ronaldo's transfer fee will be available to him.
